Underwater demonstrator agreement

France advances Naval Group UCUV underwater demonstrator

France's Defence Innovation Agency says it has agreed with Naval Group to build a large UCUV demonstrator, with sea trials planned from 2028. It is a development step, not an operational French Navy vehicle.

France's Defence Innovation Agency (AID) announced on 4 November that it and Naval Group had signed an agreement to realise a large uncrewed combat underwater vehicle demonstrator, known as UCUV. The announcement advances a programme whose earlier market-study and framework work began in 2023 with the DGA. The agency says sea experimentation for the new demonstrator is scheduled to start in 2028. It has not reported a completed UCUV prototype, a French Navy acquisition or service entry.

Intended test programme

AID says the demonstrator is intended to test endurance and controlled decision-making autonomy. The design goal includes air transportability and launch from a quay or surface ship. It envisages missions from intelligence, surveillance and reconnaissance to more offensive neutralisation tasks. Those are programme requirements and potential missions, not measured results from the future vehicle.

The agency says Naval Group's earlier industrial ocean-drone sea trials informed the new project. It also describes a controlled autonomy system intended to adapt to tactical conditions, the environment and faults, alone or with other systems. Public material does not specify the final dimensions, endurance, payload, weapons integration, trial criteria or operational rules for autonomous decisions.

Evidence boundary

The new agreement is a formal development milestone within France's large underwater-vehicle programme. It should be separated from the earlier industrial demonstrator and from an accepted XL-UUV fleet. The planned 2028 sea trials are the next observable milestone; their results and any subsequent procurement decision will determine how much of the stated capability is demonstrated.
